CYBERJAYA (Nov 9): The Malaysian Communications and Multimedia Commission (MCMC) has affirmed its authority to impose additional conditions on U Mobile Sdn Bhd before granting it the spectrum to operate Malaysia’s second 5G network, said Communications Minister Fahmi Fadzil.

These conditions are intended to ensure fair competition and maintain balance among telecommunications companies.

“This is a standard procedure. We need to differentiate between the criteria for selection and the conditions for spectrum allocation. These are distinct processes, and all telcos are aware of this,” Fahmi clarified at the National Courier Day 2024 event.

Collaboration and Compliance

Fahmi emphasized that the conditions are necessary for effective collaboration between U Mobile and Digital Nasional Bhd (DNB), ensuring the successful rollout of the second 5G network.

He drew parallels to CelcomDigi Bhd’s merger in 2022, where MCMC imposed conditions, including the return of certain spectrum rights. “If U Mobile collaborates with other telcos to develop the second 5G network, MCMC will apply similar conditions,” Fahmi added.

Selection Based on Merit

On Nov 1, the MCMC announced U Mobile as the second 5G network operator, citing its business and technical plans, customer satisfaction records, and proven track record in infrastructure projects.

The decision aims to ensure the public, industries, and the nation fully benefit from 5G technology. U Mobile will also be allowed to collaborate with other ecosystem partners, subject to MCMC’s approval.

Equity and Future Steps

Fahmi noted that equity requirements will also guide U Mobile’s operations in this role. Industry analysts have suggested that U Mobile may require a financially robust partner to successfully roll out the network.

The additional conditions reflect MCMC’s commitment to ensuring transparency, equity, and collaboration in Malaysia’s transition to comprehensive 5G coverage. As U Mobile moves forward, compliance with these conditions will play a key role in shaping the country’s digital future.
